Here are the members that make up the Performance Improvement team:

Jesse Bounds, Deputy Assistant Director (832) 393-9095
Jesse manages the Performance Improvement Division, which is the internal consulting branch of the City over strategy and operations. Prior to his current role, Jesse served in various capacities for the City’s executive office, as an Operations Analyst and Assistant Chief of Staff to Mayor Bill White, and more recently as a Liaison to Tax Increment Reinvestment Zones (TIRZ) in Mayor Parker’s Office of Economic Development. He is Lean Six Sigma Black Belt trained and led many successful projects in almost every operational department. Jesse received his Master of Business Administration from the University of Houston and his Bachelor of Arts in Political Science and International Studies from the University of St. Thomas. In his free time, he enjoys running and spending time with his wife, Gloria and their son, William.

Kurt Amend, Senior Staff Analyst (832) 393-0978
Kurt leads improvement projects, performs ad-hoc data analysis, and provides high-level strategic insight for the division. Kurt received his Master of Public Administration and his Bachelor of Arts from Oklahoma State University. Prior to joining the City, Kurt managed analytics for Waste Management’s Energy Services customer segment, delivering insights into customer profitability, pricing strategy, service delivery optimization, and mergers and acquisitions strategy. Kurt has been at the City previously and was one of the inaugural members of the Performance Improvement Division. Kurt is Lean Six Sigma Green Belt trained and has led various projects throughout the city. In his free time, he likes to play basketball, ping pong and board games and enjoys trying new restaurants with his wife, Brittany.

Frank Bracco, Senior Staff Analyst (832) 393-9093
Frank manages improvement projects, performs ad-hoc data analysis, and serves as the technology subject matter expert for the division. Frank received his Master of Public Administration from the University of Georgia and his Bachelor of Arts from the University of Florida. Prior to joining the City, he interned for the Metro Orlando Economic Development Commission and the University of Georgia's Archway Partnership. Frank's eclectic work history also includes hosting jazz and blues programs on an NPR affiliate radio station, teaching Introduction to American Government at the university level, and, of course, retail. Frank is Lean Six Sigma Black Belt trained and has led various projects throughout the city. In his free time, he would like to think of himself as an avid 5K runner (even though he only runs two days a week), serves as the producer for an internet blues station, and volunteers for his high school alumni association. One other fun tidbit about Frank is he is a government transparency advocate and is one of the youngest successful litigants in a public records lawsuit in Florida.

Myja Lark, Staff Analyst (832) 393-9111
Myja leads the City’s Lean Six Sigma Program and serves as a mentor on performance improvement projects. Myja is currently pursuing a Master of Education degree with a focus on Learning and Technology and she received her Bachelor of Science in Business Administration. Myja is a certified Lean Six Sigma Black Belt and also holds a Project+ certification. Before coming to the Performance Improvement Division she worked at Kellogg Brown and Root developing their Lean Six Sigma program as well as managing several global process improvement efforts. Prior to this she worked for the City of Houston’s Fleet Management Department where she was integral in developing a fuel site compliance group. In her free time, Myja enjoys photography, scrapbooking, writing poetry, and hiking. In addition, Myja is in the process of publishing her first novel.
