Here are the members that make up the Mayor's Office of Innovation & Performance:

Jesse Bounds, Director of Innovation & Performance (832) 393-9095
Jesse leads the Mayor's Office of Innovation & Performance that is helping modernize the way the City serves its people. Prior to his current role, Jesse served in various capacities for the City’s executive office, as an Operations Analyst and Assistant Chief of Staff to Mayor Bill White, and more recently as a Liaison to Tax Increment Reinvestment Zones (TIRZ) in Mayor Parker’s Office of Economic Development. He is a Lean Six Sigma Black Belt and led many successful projects across the City resulting in measurable increases in service quality and efficiency. Jesse received his Master of Business Administration from the University of Houston and his Bachelor of Arts in Political Science and International Studies from the University of St. Thomas. In his free time, he enjoys running and spending time with his wife, Gloria and their two sons.

Steven David, Performance Consultant (832) 393-0985
Steven is part of the team that will help departments improve aspects of their business to better serve the citizens of Houston, and to better utilize tax-payer dollars. Prior to coming over to Innovation and Performance, Steven worked on Mayor Parker’s Executive Team as an analyst and general problem solver. He then moved to the Mayor’s Office of Economic Development where he helped manage the City's Tax Increment Reinvestment Zones,and was a part of the negotiating team for economic incentive packages. In his free time, Steven continues to work with political candidates and parties across the nation to better understand and utilize technology. Also, he likes to play video games (#xboxforlife), watch The West Wing, and travel with his wife.

Myja Lark, Senior Staff Analyst (832) 393-9111
Myja leads the City’s Lean Six Sigma Program and serves as a mentor on performance improvement projects. Myja is currently pursuing a Master of Education degree with a focus on Learning and Technology and she received her Bachelor of Science in Business Administration. Myja is a certified Lean Six Sigma Black Belt and also holds a Project+ certification. Before coming to the Mayor's Office of Innovation & Performance she worked at Kellogg Brown and Root developing their Lean Six Sigma program as well as managing several global process improvement efforts. Prior to this she worked for the City of Houston’s Fleet Management Department where she was integral in developing a fuel site compliance group. In her free time, Myja enjoys photography, scrapbooking, writing poetry, and hiking. In addition, Myja is in the process of publishing her first novel.
